My dog walks on a loose leash, ignores other dogs and people when i tell it to and can sit in a room with a bunch of other dogs off leash and hold a stay. he stops at thresholds for me. knows sit, down, stay, place, recall, off, off leash heeling all of which i've trained myself as my first dog. im' not trying to teach the dog anything with the e collar, simply reinforce known obedience.

@jesusreigns4ever I could be wrong but it seems like the level one stimulation is not annoying enough for him to be willing to do the task he'd rather just ignore you. Level one could be too low a level of stimulation you need to find your dog's working level of stimulation. With my dog which I'm training to hunt birds requires a higher level of stimulation working with the birds than he did in the training room because there was so much distraction.
