Yorkie with dry itchy skin

We took her to the vet and they suggested fish oils, increased fat in her diet and bathing her with oatmeal, aloe, and vitamin E.

We did all that but she still itches her knees, paws, and under her legs until they are tender.
Any suggestions?

She is technically a Yorkie pomeranian mix 9 lbs and 10.yrs old. No joint problems no bugs or parasites.

@hope4love try bathing with groom bathing tablets. eliminates itch and won't dry out the skin
