Locking a dog in a room alone to try and calm her down

Just got back from my trip overseas and found out that my father and sister who were dog sitting would lock my dog in a room alone for about 10 minutes at a time when she would be barking. The rooms are not comfortable or safe being the basement, an empty closet and the wash room. They provided no toys or beds during this time. I was furious when I found this out but they think that this is an appropriate way to treat a dog and that I was over reacting. So, is this an okay thing to do to a pet? Was I just over reacting and doing this would help calm her down?
