How can I socialize my puppy?

I got a puppy back in August, and my family and I (I am a minor so a lot of the decisions have been out of my control fyi) have been focusing more on getting him adjusted to his life now then focusing on things such as getting used to being brushed, and socialization. (For some background, my puppy is a Romanian Mioritic Shepherd and he was brought to the U.S. via cargo on a plane when he was just a few months old. Not only was he traumatized by that, but the breeder we got him from kept him in a crate outside for most of his life, only letting him out to walk and to use the bathroom.) He is turning 1 year(s) old this Sunday, and he has gotten very used to my family and I. However, my dog is not very used to being around other dogs, and I'm not sure how to help him make friends with other dogs. He is sometimes really friendly, the only issues he has is 1) he is a HUGE dog so other dogs are scared or wary about him and 2) he lacks knowledge of how to act around other dogs. He wants to play with other dogs, but he isn't picking up on social cues that the other dogs are trying to tell him. We don't have any friends who live close who have puppies or dogs who my dog could play with, and my dog isn't spayed yet so he isn't allowed to go to a dog park. I am concerned about this, because not only do I want him to have friends he can play with, but I'm also worried that the lack of socialization will lead to my dog becoming aggressive towards other dogs. Any ideas on how to help him?
 
@rbcola Can you take him to puppy classes? It really helped our girl.

My dog got a bit weird in lockdown and we had to re-socialise her. Every time you see a dog give him a treat. If he behaves, another treat. And then gradually work up the interactions. It’s not going to be a quick process but it worked with our dog.

Also everywhere you can go with him, bring him. You might have to accept you don’t spend much time there initially, but again, it’ll get better gradually.

Basically treats, consistency and time.
