Dog's undercoat showing through top coat in patches

I have a 3 y/o tricolor corgi and I've noticed that she will get quite a few patches of her white undercoat showing through the top coat. Is this something I should be worried about? I used to think it was just her shedding, but after brushing it is still very noticeable, sometimes even more so. She also seems to have sensitive skin and is prone to dandruff.

Should I try using a lotion? Maybe some skin health supplements'? Or is this just a normal shedding thing?
