Dog-reactive in limited situations, when stationary

Background: G-dog is a 38lb mutt that we (my partner and I) adopted at 4 months old. The rescue association collected her and her littermates from a backcountry road at a much younger age (
 
@niveuscurrus I personally would just give up on Scenario 2 ever improving; you're asking a lot of a dog that has a large personal space bubble.

As for scenario 1, I would keep at it. It sounds like it should be enough space for her to eventually remain comfortable/untriggered while other dogs pass by. You're also already succeeding with just verbal commands. She's a mix of a lot of "stubborn" breeds and ½ noise machine, so training her to remain quiet is probably always going to be a challenge.
